We are well aware that unless we move rapidly to solve the problem of rehabilitation of people having special needs this problem would multiply to become a burden on our economy in future. Now, by establishing such a University, we intend to shoulder the responsibility of providing education, vocational training and rehabilitation to the marginalized and deprived population of the country and the region as well. The proposed Dewa University will warmly welcome and encourage students without disability both male and female for the purpose of promoting Inclusive Education already functional in the developed countries. In this connection DEWA will invite various experts, professionals and organizations working for this purpose to contribute towards the best possible setup of the university, which was really due since a long. This university will be a unique institution for Inclusive Education enrolling both normal and those with special needs for higher education on modern lines. It will be a role model for other institutions as well. Not only that, the Universitywill also streamline the prevalent educational system on a larger scale for the betterment of the country. Another hallmark of this university will be to help improve the latent and potential qualities of the students who will come from all over Pakistan and neighboring brethren countries as well.
DEWA, a center of excellence for hearing impaired was established in 1967 at Karachi and in 1997 at Islamabad. It is a unique institution of its nature, particularly in terms of imparting education by employing latest teaching methodologies for special children. It provides them with ample opportunities to acquire knowledge, skills and vocational training for enhancing their job effectiveness and output as a self-reliant member of the society to equally play a vital role in the development of our country.
DEWA in-spite of its limited resources has shown excellent performance with the help of its community-based programme. Keeping in view the potential of DEWA, on the occasion of inauguration ceremony of DEWA Complex, President of Pakistan, General Pervez Musharraf acknowledged tireless efforts put in by the
torchbearers of DEWA for imparting quality education and training to the children having disability, issued a directive for the establishment of a University for the Persons with Special Needs, the first ever of its type in the country and in the Afro – Asian Regions as well.

The institution’s mission to develop confidence in people having disability is an ambitious aim; therefore its students are making a name for themselves in their chosen careers in job market.
Dewa University will be the largest institution of its kind in Pakistan that will be committed to excellence. In order to maintain high academic standards as stressed by the honorable President General Pervez Musharraf in his address, the content and structure of courses will be reviewed regularly, and all proposals for new courses be examined meticulously. Staff will actively be encouraged to pursue research and thus to stay at the forefront of their disciplines. This in turn, benefits teaching. Monitoring by external examiners and robust quality assurance procedures is ensured to meet demand and supply consistently.
As such the proposed Dewa University will be Research Oriented resource center of its kind in the country. This will provide support for research activities. The academic support will be provided to acquaint researchers with the research methods, one to one ‘surgery’ sessions, work in progress, seminars to which staff and students contribute, financial support for research expenses and attendance at conferences be made available. Opportunities will be provided for exhibition of research work by seeking financial assistance from National/International NGOs
and similar associations operating in voluntary sector and with the Provincial/Local and Federal Government Organizations as well as public/private organizations.
